1.     SANITARY SEWER IMPROVEMENTS
        (A)
    Trunk Improvements-Oversizing cost of the sanitary sewer over and above a normal lateral sanitary sewer (12" and /or smaller) and extra depth of the sanitary sewer over and above a normal lateral sanitary sewer (25' deep and/or shallower).  Also all improvement costs associated with wastewater treatment, river crossings, railroad crossings, Interstate Highway crossings, lift station and forcemain construction are considered Trunk Improvements.
                   Payment from the City Trunk Fund to which the benefitting properties contribute based upon an area assessment, connection charges and/or combination of the two methods as determined by the City Council.

       
(B)     Lateral Improvements-All improvement costs for sanitary sewer 12 inches or smaller in size and less than 25 feet in depth.
                  The benefitted properties shall be assessed 100% of these improvement costs.

       
(C)     Sanitary Sewer Services-All improvement costs are assessed 100% to the benefitting properties.

2.     WATER SYSTEM IMPROVEMENTS
      (A)      Trunk Improvement-Oversizing cost of the watermain over and above a normal lateral watermain (8" and/or smaller) for residential properties and (12" and/or smaller) for commercial/industrial properties.  Also, all improvement costs associated with water treatment, water storage, wells, pumping stations, river crossings, railroad crossings and Interstate Highway crossings are considered Trunk Improvements.
                    Payments from the City Trunk Fund to which the benefitting properties contribute based upon an area assessment, connection charge and/or combination of the two methods as determined by the City Council.

        
(B)       Lateral Improvements-All improvement costs for watermain 8 in. or smaller in size residential areas and 12 in. or smaller in size in commercial/industrial areas.  The benefitted properties shall be assessed 100% of these improvement costs.

        
(C)       Water Services-All improvement costs are assessed 100% to the benefitting properties.

3.       STREET IMPROVEMENTS (Includes new street construction, major street repair/reconstruction and street overlay improvements).
         
(A)        Residential Streets-The benefitting properties shall be assessed 100% of the improvement costs for a normal city street to a maximum width of 36 feet.  The remaining costs if any, for the street construction (street width greater than 36 feet) shall be paid by the City.

                      
(1)     All properties except lots platted after January 1, 1995.
                                 Interior lots shall be assessed at 100% of the actual lot frontage. Corner lots shall be assessed at two-thirds of the actual lot frontage, except if they abut a County State Aid or County Road, in which case 100% of the actual lot frontage is assessed.

                       
(2)    Properties platted after January 1, 1995
                                All lots shall be assessed on a unit basis with no differentiation for corner lots.

          
(B)        Commercial/Industrial Streets-The benefitting properties shall be assessed 100% of the improvement costs.

4.     STREET MAINTENANCE-Street maintenance costs for surface patching and seal coating are not directly assessed to the property owners.

5.     CURB AND GUTTER IMPROVEMENTS-the benefitting properties shall be assessed 100% of the improvement costs based upon front footage except for residential lots platted after January 1, 1995 which shall be assessed on a unit basis with no differentiation for corner lots.

6.      PEDESTRIAN PATHWAY IMPROVEMENTS-all new developments shall be assessed 100% of the improvement costs with the assessment on the same basis as STREET IMPROVEMENTS.  The City Council shall establish a separate assessment policy for pedestrian pathway improvement within existing developed areas.

7.      STORM DRAINAGE IMPROVEMENTS-the benefitting properties shall be assessed 100% of all improvement costs except for those properties located within the area disignated on the attached Exhibit A for which the City shall pay all improvement costs for the initial storm drainage improvements.  Once the initial storm drainage improvements are constructed and paid for, however, that area shall be removed from the designated area and shall be responsible for payment of future improvement costs.  The attached Exhibit A shall be modified as required to reflect these changes.

8.      DRIVEWAY EXTENSIONS-Driveways shall be extended 1 foot beyond the edge of the bituminous pavement by the City as part of the STREET IMPROVEMENT in areas where no concrete curb and gutter exists.  Driveways shall be replaced in kind (same surfacing) in areas where concrete curb and gutter exists or is installed.

9.      STREET REPAIR FOR SERVICE INSTALLATION AND DRIVEWAY CONSTRUCTION-The benefitting property shall be assessed 100% of the improvement cost as determined by the City.
