| 1. The City Clerk upon receipt of an annexation petition shall inform the petitioner that a copy of the petition should be filed with Medford Township. She shall further inform the petitioner that the City requires a deposit of $2,500.00 plus $100.00 per acre which shall be held in escrow to pay the City's engineering and legal costs in connection with acting upon the annexation petition with the unused portion refunded to petitioner. 2. Before the City will act upon the petition the petitioner shall provide an attorney's title opinion showing the current status of the title to the subject property and all encumbrances thereon. Petitioner shall further provide a development plan regarding the subject property if required under the joint resolution for orderly annexation with Medford Township. 3. The City Clerk shall inform the petitioner that the City Council will acknowledge receipt of the petition at its next regularly scheduled meeting and refer the petition to the City Engineer and City Attorney for review. The Engineer after consulting with the petitioner and reviewing the petitioner's development plan, if any, shall provide the City with an estimate of the costs of extending city utility services to the subject property and the alternatives for paying the costs thereof. 4. After consultation with the City Engineer and City Attorney, and after consultation with the Medford Town Board, the City shall act upon the petition for annexation. Acceptance of a petition may be conditioned upon the petitioner and the City entering into a developer's agreement for the extension of city utility services and the payment of the costs thereof.
